Environmental Manager

Position Overview: 

Under direction, the Environmental Manager plans, organizes and administers the work of municipal and City-wide environmental initiatives and sustainability efforts; assures the City's compliance with applicable environmental federal, state and regional codes and regulations, and performs related work as assigned.  This position is a supervisory classification that is assigned to the Office of the City Manager.  

Responsibilities:

Manages various programs and projects related to implementing the Urban Environmental Accords, which includes enhancing solid waste and recycling services, reducing energy consumption, overseeing and implementing renewable energy projects, and establishing and maintaining waste reduction and climate action goals.

  • Develops and directs the implementation of goals, objectives, policies, procedures and work standards.
  • Supervises staff.
  • Develops and administers annual budgets.
  • Oversees or administers the City's contracts regarding environmental services and projects.
  • Prepares and reviews request for proposals and evaluates proposals.
  • Provides technical expertise to the City Council, Office of the City Manager, other departments, employees, committees and the general public.
  • Prepares and reviews a variety of written documents, regulatory agency reports, and City Council resolutions and ordinances.
  • Ensures compliance with applicable federal, state, regional and local laws.
  • Makes public presentations before the City Council, other agencies, businesses and the public.

Qualifications:

Knowledge of:  

  • Principles and practices to implement various environmental initiatives and programs, including strategies to reduce energy consumption, increase renewable energy supply, reduce greenhouse gas emissions, address climate change impacts, institute green building standards and practices, and divert waste.
  • Current environmental laws, rules, ordinances and regulations.
  • Supervisory principles and practices.
  • Principles and practices of municipal budget preparation and administration.
  • Techniques for effective public presentation and dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person, over the telephone and via e-mail.

Skill in:  

  • Planning, organizing, assigning, supervising, training, reviewing and evaluating the work of staff.
  • Preparing clear and concise reports, correspondence and written materials.
  • Preparing and making presentations.
  • Using initiative and independent judgment within general policy guidelines.
  • Utilizing computerized programs and software.

Ability to:

  • Communicate effectively with the public and elected officials.
  • Read, interpret, negotiate, and write ordinances, legislation, contracts and legal documents.
  • Monitor and enforce contract provisions and agreements.
  • Plan, organize and direct the efforts of groups and individuals with various and diverse goals and objectives.
  • Develop work procedures and determine priorities.
  • Establish and maintain effective working relationships with those contacted in the course of the work, including City staff, businesses, industries, regulatory agencies and other municipalities.

Education and Experience:

Graduation from a 4 year accredited college or university with a degree in natural resources, environmental policy, environmental science or a closely related field.   Requires 6 years of full-time experience in a regulatory environment of which at least 2 years at the supervisory level. A master's degree in one of the related majors may be substituted for the 2 years of supervisory experience.

Licenses and Certifications: 

Must possess a valid California Driver's License.

Compensation: $7016 - $8529/month.
